How accurate is the CIE color space? Pretty much everything used in practice is based on the very old model from 1931, which has apparently been superseded by others.

Looks like the amount of red is x, green is y, all for the blue proportion of the mix being chosen so that red+green+blue=1. Look at how x=y=1/3 corresponds to white

They don't represent anything in and of themselves, but they can be translated to an alternative XYZ system that roughly corresponds to the primary colors. The coordinates are like this in order to facilitate color mixing in a mathematically convenient way.
