Many dog breeds that are considered not intelligent aren't more stupid, they just are more independent, aren't mentally chained to the "head" among other factors. This applies more so to other intelligent animals that aren't as flexible mobility wise or have different instincts and behaviors that aren't as conducive to testing or are harder to design tests around.
You can have 170IQ, and that hypothetical smart Snake can have the intelligence of a 14 year old but until you take that IQ test andu ntil we design a test for that snake it's completely unknown.
