Yes you can see this very clearly in today's globalised world. Without large populations of native speakers forming their own media bubbles, everyone would be the same. Even in Asia and Europe you see American influence (and some Anglo) through the abundance of English media. When this media can pierce the basic social etiquette and feeling, which it generally can't, then enters 'all over'.

Generally speaking, no. Think of Jim Jones. It's hard to start a movement without coming off as a cult. Even more important, there doesn't seem to be any true JFK-tier leaders capable of conjuring up a desirable vision and implementing it without going off the rails in some faggoty self-indulgent manner liek Jim Jones.

No, cultures can be said to be created by an evolved process. But evolution of society and culture, much like evolution of species, works like all natural processes. In Slap dash, hacked up, janky, "Good Enough" mechanisms and solutions. You can't construct something out of whole cloth. At ;east, you couldn't previously, I hypothesis this might change in the near future.
