but with AC, you are alternating between charging the cap from one side, then discharging it from the other side. so the electrons are basically going through it (in two steps).

yes, technically the way an ammeter works is by measuring the voltage across an internal resistor of a known value inside the ammeter, then inferring current from that (because R is known, V is measured, and then current is calculated by I=V/R), but even knowing this, it's not current that is actually measured.
