We're not even talking about VR. The Holodeck makes perfect atomic reconstructions of literally anything and can even move matter within it through unspecified forces. This is exactly equal to snapping your fingers and willing anything you can imagine into existence, and things being animated as if given life. These are Godlike powers. The show was written by people with extremely limited understanding of physics. The technology required for a Holodeck (essentially a reality hacker) renders everything trivial. It's like like a 6D printer with an infinite amount of every single particle as ink, and uses magic to assemble a little microuniverse. The creation process is more efficient than that of Nature.
It's not going to happen in the forseeable future. I'm pretty confident saying one million years isn't enough time for humanity to achieve what is essentially microapotheosis, and I suspect no species in this Universe will ever be able to.
