I guess the cerebellum in bicameral people is too weak to control the brain, so it eventually fails and disconnect one hemisphere and takes over the other one. (sperm whales who also have tiny cerebellums show the same pattern) Typically the left one remains under control and forms the actual "you" you, while the other one runs idle. It's the voice in your head, and the whole thing you call "your brain" that you don't really feel to be the part of "you" you. Eventually the culture learned to deal with the problem by calling the voice a part of oneself and making people morally responsible for listening to it. (rather than Well Gods told me so so what could I do)
