I saw no, because in a perfect vacuum, there are no particles to experience enthropic decay, any given moment if observed would be indistinguishable from any other moment.

does space count as "stuff"?

I may not know what I'm talking about here, but maybe if black holes are 2d holographic projections like some theories suggest, then what's inside a black hole (beyond the event horizon) is perfect vacuum. Which begs the question, does time stand still inside a black hole because of the blackhole or because of the perfect vacuum it generates?

black holes are anything but vacuum, i don't really know what theories you are talking about and time stands still inside a black hole according to general relativity. And yes space counts as stuff, you can actually measure it, it's called vaccum fluctuations.

The schwarzschild black hole is a vacuum solution the the Einstein field equations, and within a schwarzschild black hole the signs on the metric switch, so spacelike and timelike switch. There's nothing to say, at least in schwarzschild, that time does not move

I don't think that is the vacuum OP meant, also as far as I know the vacuum part is not essential, it's there so you don't get cancer while calculating your metric. There are various non vacuum solutions to black holes but I'm not really an expert on those.

That's sci-fi and as such you can make up any thing you want to explain your sci-fi question. The same goes for time travel, comp-sci jobs, or what is inside a black hole, etc.
