No, it looks kinda fun but basically another variation of ZFC. A cool feature is that they climb the hierarchy not using replacement/power set/etc but with a single fixed constructor $\varepsilon$ . However as they admit this constructor was already known to Hilbert.

It will be interesting to see if this truly is a new system, or if it was invented by some other group in the 50-80s maybe behind the iron curtain. A lot of these Exciting New Systems are just "independent" reinventions of something from decades ago that nobody cared about then.

I should add that the obvious candidate model for this type of system is Godel's constructible sets L. So the fact that ctrl-F "constructi" turns up nothing makes me think that maybe the authors don't have the breadth of knowledge needed to be making this kind of system and claiming any novelty.
