When fire was discovered, it allowed humans to break down and process/clean food much more efficiently. This in turn made a large, calorie-expensive brain cost-effective. Thus, individuals with large brains were no longer naturally-selected out. Evolution does not necessarily happen in spite of technology, but alongside it.
To believe that harsh conditions make us more "powerful" or to believe that humans are "more evolved" than monkeys betrays a fundamental understanding of what evolution is. Evolution is just the tendency for self-replicating, mutable systems, to adapt to their environment in ways that let them self-replicate more.
Genetic engineering will be no different than any other innovation that has shaped the lifestyle of all of mankind.
