is it cheating to look at past exams from the same professor?

there is a small group of people in one my classes that I just found out the entire time have had access to last years spring exam solutions.

where does the line on academic integrity get taken here? Of course this varies from a community college to a top school, but still, is this a form of cheating or would you say no?
