Lets say I have a promising scientific project, a 1-5man job, but I need at least half a billion dollars.

Lets also assume that this project is very viable, and investors/funders can hope to gain back 10-100x

Where should I start looking for funding?

I am currently proposing a scaled down version of my project for a PhD 3 year project to various labs.
