Operation paperclip was when the USA basically kidnapped 1600 Nazi war criminal scientists and forced them to develop ICBMs, but the Nazis were sabotaging the project and they had nothing but failure for about a decade,
But eventually with the conversion to solid propellant rockets the ICBM thing was solved, so the moon landing with the insanely unreliable liquid fueled Rockets was just a show to justify the incredible cost of the project and the political problems arising from the USA providing shelter for the people responsible for the holocaust.
