Light is a wave propagating through an electromagnetic field ;) it's a matter vacuum ;) but space isn't anelectromagnetic void, background cosmic electromagnetic radiation exists all through the observable universe and acts as the medium for light.
Light has a maximum speed of about 1% faster than the speed of electromagnetic radiation because it is the highest energy level you can achieve, this is because frequency has an inversely proportional ratio to wavelength, as light frequency gets higher and higher its wavelength becomes so small that the background EMF becomes opaque to it.
