In the case of a sound wave, the factors which determine the speed that a wave traverses a medium are two, the temperature and composition of the medium. The rules are slightly different for a plasma, but remain similarly determined by temperature and composition.
In the case of electromagnetic waves, I couldn't tell you because I don't know. Although, my gut tells me that there must be properties of the medium which can be deduced from the speed and the temperature of the medium, and the medium must be composed of something which is like a plasma.
Potentially, all of the matter in the universe is merely solutes in a solution comprised of primarily this medium.
Or it could be that all of the matter in the universe is just a special case of this medium in motion.

Yes, C, is the name for the fastest rate that information can be moved or the default rate of light's motion, but what determines this rate compared with all other rates of speed? Is there a speed minimum too since there is no object that can not move?

Hard to tell. Is our brain is an asynchronous machine? Dhow many impulses per second a neuron can handle? Can it handle more than one pulse in a single "clock"? How parallel is the brain? Those are the things I can think of as a CS major.

Since speed is relative, there is no smallest speed.

Also, if you really want to understand what's going on, use rapidity instead of velocity. Velocity is just the linear approximation.

Nerve signal transmission is pretty slow, like on the order of tens of m/s, thought is probably along with it
If it were nanosecond we'd feel the lag in our computers, heck you dont start hearing sound delay until around 4ms.
