Save for the developing world (which, these days, seems to be composed solely of China) has no use for increasing human productive capacity. Or human potential, to put it another way. The world doesn't need any more productive people. Well, it seems like it doesn't need them, but the truth is, its owners don't want them. That's why the share of the world's population relegated to shoddy and increasingly useless service jobs keeps on climbing, while material productive capacity keeps on increasing via research and automation. They want these people to keep consuming more while producing less. It's a particularly insidious way for capital to keep being concentrated.
See also, among other examples, the obscene rise of the tuition industry. It keeps human potential from being created while making a buck out of it. Two birds with one stone. Any shortage of specialized manpower can be solved by brain-draining the 3rd world, which also helps keep them from developing. So that's 4 birds -- and counting -- with one stone.
