I don't really disagree with you, getting rid of dumb people is the first step obviously. But it if we just do that we're just gonna be stuck with people who only have an IQ of 160 forever (which would become 100 because it's the new average).

1: Mother needs to be stress-free her entire life and give birth at age 17.

4: Breast fed until at least age 5.
5: No overly stressful or painful situations/events until puberty (still avoid if possible).

There's a laundry list of other things but this should start you off. If you've not been able to do any of these then you are already totally fucked by at least 25% of your original potential IQ points.
