Is it possible to create a super virus that only affects people of a certain race for example a highly contagious deadly virus that only kills people of strong African decent?

You would need to engineer the virus so that it triggers the creation of a toxic protein only if some genetic clusters are present.
That said it could backfire pretty easily if the virus mutated out of control.
