first and foremost, the site must be in an area of slight seismic activity, the rock mustn't be too friable or too hard, the location must be accessible if not by truck, at least by smaller vehicle (even castles weren't built to be too hard to get to, the trick was to make it harder to actually get inside if not invited).
Then you have problems with several kind of rocks, as some are permeable to water (fuck that) and others have enough value to be strip mined (also fuck that)
Let's assume a worker can dig out around 150dm^3 per hour with a pick, this would mean you'd need 3000 workhours to dig out a 15x15x2 meters recess in the rock
then it gets worse, as most of the space you make should have an arching ceiling, way higher than 2m, to properly distribute weight, and not all stone will be able to be dug out in such fashion
It's a clusterfuck, indeed, which is why dwarfs in fantasy are fucking stupid. Follow your dreams tho
