To accelerate anything heavier than a gram to 0.99c takes an exceptional ammount of energy we can neither generate, store or efficiently convert. Im pretty sure any current human technology would simply be destroyed or blown apart by such ridiculous speeds.
Anything that approaches the speed of light that didn't come from a particle accelerator or a supernova should be taken with a grain of salt.
Any country that achieved such absurd speed on a massive payload would instantly become the most powerful military force in the world because they have a weapon that outclasses the entire nuclear arsenal of every nation combined. Accelerating a spacecraft or even just a fairly large tungsten rod to 0.99c means you have a planet killing doomsday device.
