Why they haven't reached human level technology and civilization has a lot to do with the lack of hands or other handy enough limbs, also living in the oceans prevents the utilization of fire.
We don't know how smart they are exactly, just that they are somewhere in the top echelon of animals. Communication methods with dolphins are being developed so that question might be answered eventually.
