I really can't subscribe to that though because I've experienced (and I know others have as well) deja vu during novel scenarios.
That being said, I think its just a sort of mental illusion that occurs in the parts of our brain that processes familiarity. There may be some sort of issue with the PPA, EMP, FFA, etc. that lead a person to """recognize""" a conscious experience as having happened before. If you think about it, the only reason we recognize anything, consciously, is because areas like those listed above suggest that we have. The sensation and perception faculties might receive a stimulus, one of those areas says that it is a familiar stimulus and, because peprceptual conscious appears to work on a re-entrant processing platform, it might be more beneficial to assume familiarity rather than challenge familiarity.
