You, as an environmentalist, want to use Lynn's numbers. You need the African IQ to be as low as possible because you need the gap between African blacks and US blacks to be as wide as possible. So then you could claim about how great effects environment has on you IQ, that it can increase by 15 points and so on.
Because if their IQ would be around 80 like Wicherts is claiming, that would just open the door for genetic determinists to say about how IQ is fixed and nothing can be done to increase it, that is all about genes and so on.
