Depends on the distance, you'd need a lot though since moisture in the air will absorb some and there's the inverse square law for the beam. Not sure it's even feasible with a satellite considering the accuracy to aim the beam and the amount of energy you'd need.

There was some /x/ schizo shit about this awhile ago, as dumb as it is it might be a good place to start. Basically the goal is to replicate a spike or to get a neuron to think its been sent one.
So if the wavelength is near that of a neuron and the shape of the wave is sharp, maybe it could be done

Most likely just cook the brain tho

The wifi was about 6 feet from my head and now it's about 25 feet, so that's like 72x less radiation, and it's on the other side now, although it's now 25 feet from where I sleep instead of ~40. If it goes away for a couple months I'll feel safe being sure that was the problem.

But IR is too high wavelength to pass through skull easily

But maybe IR size waves but with larger wavelength spacing

Also maybe carrier wavelength could help? IR but riding on microwaves? But I dont know if that actually makes any sense at all

however one idea you gave me would be a wave bundle of IR that mimics microwave until it collapses back into IR under a certain medium change or timeframe
