Anyone knowledgable about pharmaceutics or chemistry here?

How hard would it be to mix pic related yourself? (Or perhaps hire someone to do it, if that's possible).

I have a rare skin condition that gives me dark colored spots. I tried skin lighteners like kojic acid and strong acid peels, but it's no use. Apparently lignin peroxidase actually destroys melanin itself and showed promising results in studies. Perhaps it could get rid of the discoloration.
