Mars for example would always be too small to retain it's atmosphere because it's core stopped generating a magnetic field long ago, that wouldn't change if it's orbit were in the habitable zone, it would still have ended up as a near-airless desert. Venus's atmospheric composition is also completely different to Earths, being close to entirely made up of CO2, while Earth's atmosphere is only a fraction of a single percent CO2 (.0407%).
