Around 2008 or so companies realized they could sell "portable nebulizers" as medical equipment and "nebulizer juice" as a herbal supplement without taxes, customs checks, or even ID requirements. Which is how vaping went mainstream because suddenly 13 year olds like myself could get free smokes off the internet.
