This is a big problem along the gulf coast because the coast is low as fuck. Miami is inches above sea level, New Orleans is below sea level, so when a surge comes it swamps the fuck out of the coast.
Japan, and most of the pacific rim are steep sided volcanic islands so the surge just cant go that far inland, so the biggest threats are wind damage and land slides from oversaturated soil.
Tokyo itself is in a nice big protected bay.
