Most schools including for-profit schools require a 2.0 GPA to graduate. There are some verging on being diploma mills that allow lower GPAs to graduate as long as you eventually get credit for all required courses. If you get an F five times before finally passing college algebra with a D, those schools don't care about the resulting GPA.
