Can you be in ketosis while also eating a decent amount of carbs?

Keto says that 70-80% of your food needs to be fats and only like 5-10% is carbs. But what if I ate a decent amount of carbs, not a lot but maybe a serving of rice with each meal, but then to make up for that ate a ton of fat like a tablespoon of coconut oil every hour or so? Would I eventually teach my body to use fat for energy because I'm eating so much of it? If this is the case and I can be in ketosis, what happens to the glucose/glycogen?
