E, B1 and A2 are the only ones with a black flag on the upper "pole" and a white flag on the lower one. Its very common for IQ tests to have some particular element represented only once in each row and column, in this case its the available flags hanging off either end of the pole.

That logic doesn't always work on these - if you tried that on pic related you'd get the wrong answer.

But black flags are overlapped by white flags/vice versa in every completed row and column - Top row, the three white flags in the first two boxes are overlapped by the two black flags in the last box. Middle row, white flag in first box is overlapped in second box. Same thing occurs by column.

You just have to imagine the flags as laying on the floor, they cannot be flipped under the pole (through the ground), only over.

But in the absence of any conspicuous reason a frame should reoccur (especially in a non-composite solution), its a reasonable rule to follow.

You can flip flags over a pole in either direction, though. I don't understand what flipping the flags has to do with it, either - layer the images on top of each other to see what overlaps. Are you saying you see some movement sequence?

Ah, I see what you mean.
The answer is not D, so this pattern you found was likely meant to be a distraction. Put simply, just counting the total number of white/grey flags on each side completely ignores the positioning of the flags and the arrangement of the boxes. You need to use more of your information than just the number on each side.

There isn't a question, this is just how these sorts of puzzles work - the boxes shown to you have some sort of a pattern in them. You have to use the most compelling pattern you can find to complete the final box. Some answers are less wrong than others. Simply counting the flags is ignoring 90% of the information you're being given, so it should be obvious you're missing something.

found the pattern intended by the creator - they aren't flipping the flags to one side, they're saying that in each of these diagonals, one flag is being moved at a time, sometimes covering or revealing other flags. In this pattern, A and F are eliminated because A is identical to first box of second row, and the logic is that a flag has to move. F is eliminated for a similar reason - it can't be made by moving only one of the flags. E is all that remains.

Just think of the pictures as depicted as half-pages in a book and the poles as the spine of the book. You'll see that F is impossible because the white flag cannot be hidden under the black flag, it can only be placed overtop
