I don't get it, who planted the camera there so it could capture Armstrong's first step?
Also i heard the original footage got lost. Is that true? How the hell could it get lost? Did someone steal it or something?

Yes, its true. No one stole it, the tapes were reused for other data. At the time, preservation of the orginal wasn't a priority because copies of equal quality were already around (also there was recordings made by third parties that were done during the landing).
