Is there a mathematical symbol for "not necessarily equal"?

Because "not necessarily equal" is not an actual precise mathematical statement. It doesn't tell you anything, logically speaking. Its meaning highly depends on the context in which it is used.

Because it's non-specific to the point of being useless. If you were working with a relation unusual enough to necessitate something like this you'd just use $aRb$ and spell out $R$ elsewhere.

Usually in maths you try to proove that an object is equal to another, or is different from another object, but this statment "not necessarily equal" means that this object can be equal to another, or not, wich no adds more information about what you have...

In modal-logic language:

meaning it's possible that a does not equal b. This is "standard" but specialized: most mathematicians won't instantly understand it. So you can't just write it, you have to explain it too.

It could be used as a tool for figuring out some data, like a mathmatical hypothesis. Like a symbol that means 'solve this problem'.
