The way it works is that you have a line of black and white blocks.
The first line is all blocks white and one block black.
Each line says how the line below it will look like.
For every block in the line below, you look at its three neighbors above to determine whether the block will become black or white.
The rules for when a block will be white and when it will be black are shown explicitly in the picture that you posted and I quoted before.
Once you made a line, make another, and another, until you made a bunch of them.
All the lines put together look like the triangle in the picture.
What's confusing you might be that it's actually a 1-d cellular automaton, not 2-d. The vertical dimension is time.
