Also, it's important to distinguish between a persons inherent ability to grasp mathematical material and the barriers that stop them from grasping it. Laziness (apathy due to lack of sense of reward) can be a barrier, as well as ADHD, sleep deprivation, study habits etc.
I also believe that inherent intelligence is an important factor, though. Though I can't state that it's a fact, I get the sense that different people grasp various areas of intelligence in different speed. Some people take in all the non-tangible social ques, but struggled to understand long division in third grade. Some people master English and language just by "intuition", whereas others need to continually be reminded of rules of grammar and writing styles.
