Well, he sort of has a point. With 3 groups of 9 engines that can be tested individually before being put together on the same stack, then a much higher reliability can be achieved than trying to put all 27 engines together straight away. However, this assumes that SpaceX will just throw a 37 engine prototype in the air in lieu of ground testing like what the Soviets did. Which SpaceX clearly isn't doing.
