Complete fiction. Not even super theoretical unobtainium from the most nerdy material science labs come even close to meeting the bare minimum requirements. It's better to focus on ways to get stuff into space that are well with the bounds of current and near-future technology. Reusable rockets has just opened the door to capabilities far greater than what was possible decades ago and don't need fictional materials to be done.

I can do you one better, you can build an orbital ring 500 km up and after you set it running (so the outside is stationary and held up by the centripetal force of the interior moving faster than orbital speed for that altitude) you can run cables made from conventional materials like kevlar down to the ground, so you can access space by climbing a relatively short tether out of the atmosphere and then accelerating using electromagnetism along the orbital ring until you are in orbit.
