If you fly 200mphg into a wind flowing 200mph in the same direction you are flying your engines will be making lots of thrust, but with no airflow over the wings you will not have any lift and you will fall to the ground.
The ONLY way a plane flies is with airflow over the wing. A plane staying still relative to the surrounding air will have NO lift regardless if the engines are producing thrust.
