It is due to several factors. The men who get it usually do not pass on their knowledge because that knowledge gives them a competitive advantage which overcomes the disadvantages of growing old. This is the main reason.
Plus, related to my statement above to the other anon, the young are exploited by the old on all levels. This is encouraged and attempts to shift things are very actively discouraged.
