In modern physics, vacuum essentially refers to a state of the universe that contains no matter. Since matter has "charge," it stands to reason that if measurable charge is present you don't have a vacuum.
There are many kinds of charge, including electromagnetic charge. It's simply a number that qualitatively describes a state of matter.
I suggest you watch some lectures on introductory electromagnetism. MITOCW has some good ones.
