What kind of solar panels do I need for my house if in one hour our energy bill says we use 250 w of energy and 180 kw in a month?

There is a lot of variables at play here.
Where do you live? What is your current energy rate? Does your place of living offer any incentives?
Generally speaking the further away from the equator the less effective solar panels are. At certain latitudes (places like Canada, most of Europe) you basically get no power for over half the year.

I imagine there's some awful import tax in that country when it comes to getting those brought in. However it's a good climate for solar.
I can't imagine electricity is very expensive, compared to the price of solar panels. What you need to find is the number of years it takes before the panels have paid for themselves in electricity. Basically divide the cost of the panels by the cost of a year of electricity.

I'm assuming you mean 180 kWh

You'll also need some energy storage. 24 hours of storage is a good rule of thumb so for you that would be 6 kWh.
