Salts are important because readily lend themselves to ionization, and it is only ions which feel the electromagnetism across a neuron. Neutral atoms wouldn't' feel it, but salts ionize in water(ions are charged, by definition), and for this reason they ionize in the watery human body, and this is good for nervous function.
The way that nerves work is that there are "ion channels" in the human body. Usually there is like calcium ions, and a few other prominent ions that I can't remember. The brain communicates with the rest of the body through these ion channels. Without any ions in the blood, the brain cannot communicate with the tissues of the body. Drinking "electrolytes" makes you have lots of ions for the ion channels, and it increases, supposedly, the ability and/or efficiency of the brain to communicate with the the other tissues.
