If by basic algebra you mean high school math, then you cannot learn it. To learn introductory quantum theory you should have a strong background in linear algebra and calculus. But you wont understand any of it because you have no background in Hamiltonian mechanics.

Also, that textbook is not introductory quantum theory. It's quantum field theory, for which you basically need a whole undergraduate degree in physics to understand and appreciate. Without the context it's just nonsense and funny symbols.
