You mean exactly as portrayed in that movie? That can never be a thing, sadly. Physics does not work that way. There are many ways to make something "similar", but those will either be extremely noisy, require special surfaces, and/or run out of energy/fuel very quickly.

Yes possible, but the technology required is classified for military use, because various reasons. Maybe after nwo is fully established and you have your rfid/gps/sim-brainchip with an explosive charge you may have one.

they already exist, but only work if the ground's made of copper. Look up the hendo hoverboard. It spins a bunch of strong magnets around which result in repulsive eddy currents being induced in the copper.
