So imagine you have space hotel for 6 people, you have a rocket with 7th passenger who is visiting.
That passenger is a killer. He kills a person on board. What do the crew gonna do? Call the cops? The guy murder whole crew, tell on the radio that he killed everyone and he hijacks the station.
It's very expensive to apprehend that guy and he is dangerous, he killed 6 people in space.
He has access to hydroponics and sunlight.

What are you gonna do? Shoot the station causing massive amount of debris? De-orbit the station? Send space police to catch the guy? Or let the guy live the dream on his private space hotel?
