the one we all experience in this space-time continuum is based upon the continuum's processes and elements of apparent motion/relativity/processes.
the other kind of time is extra-dimensional, not caused by this continuum, but providing a time-oriented backdrop upon which this continuum exists. (this is directly implied by all time-related phenomena.)
a physical clock only counts time passing as part of itself. it cannot count the extra-dimensional sort of time, because it has no extra-dimensional aspects to the measuring parts of the device.
we are like giant blobs of sand, using sand to see other sand, and thinking the sand is the only way to measure time, when there is time existing outside of our sand universe.
(current physics imply our continuum is a granular hyperfluid, not incorporating time within anything like a matrix or other such non-relativistic scenario, which also implies an outside form of time.)
