Think of it as like a volt. Everytime a neuron fires it passes on 70 volts to the next neuron.
So you might wonder how does my body know the difference between something just touching me or something hurting me in the same area? (Since the touch is going to cause firing if the same 70 volts regardless)
It's because if a stimuli is intense, it will fire very quickly. So if someone touches you, it might be firing 30 times per second but if something hurts or burns in the same area it may fire a thousand times per second.
Your neurons can perform calculations to read these firing rates and will send proteins to the surface of the neuron (if you know how cells work remember that neurons are also cells) and either allow more volts to be conducted per second, or reduce the amount depending on what's needed for that neuron.
What might be interesting to you is LTP. This is long term potentiation which is basically when you learn something, those neurons involved in learning it permanently change their structure so that they fire more quickly in certain conditions.
