Neither actually exists. The delocalized electron(s) are shared by multiple atoms. Instead of coming up with a system that could visually represent this, chemists decided there must be multiple shitty drawings of the same molecule just to show that none of them are actually accurate. Chemistry is a fucking horseshit discipline.

If you label the top oxygen and bottom oxygen you break the symmetry.

There is an electron pair that is best described as being localized in the space between the 2 oxygen atoms aka "delocalized electrons". This description is more accurate than saying there is actually a double bonded oxygen anywhere in the molecule.

They're not really "equally likely". The molecule is in a state which is a mixture of both of those states. If you want to understand why this stabilises the molecule, you have to learn some basic quantum mechanics.
