This would be true for something else, but racism is not just an idea, it is an instinct.
Humans are able to easily detect different phenotypes (tribes) because it ensures survival. Other tribes aren't usually friendly to your tribe.
This goes for most animals in some form.
It is natural to be suspicious of other races, and there ARE differences between the races beyond skin colour (bone structure, intelligence, etc.)

This is a very funny thought. Racism is only an issue to white people when it's out in the open an named, because then it feels bad. But regardless of whether it's out in the open or not, it still affects minority groups due to deeply rooted institutional schemes, taught misconceptions, and so on. See, you can talk all you want about how "lol racism wouldn"t exist if people stopped talking about it" because it wouldn't exist for you in particular (i.e. it would be invisible) but it would still certainly be a present daily force in the lives of others. This is why people like to talk about it and make other people aware. I swear to christ I didn't get any of it until people started saying "here's what's going on" and showed me the actual institutional problems. But you really have no excuse to not listen when people do try to tell you, even if you have an excuse to not know to begin with.
So no, believing "believing racism is an issue is intrinsically regressive" is intrinsically regressive because it makes the assumption that racism is only an interactional, small scale social phenomenon instead of a larger institutional scale sociocultural force which you can label and describe very concretely.

And I think the main reason it's such a hard problem to solve is because race is the first thing you notice about someone. It's the lowest effort piece of information about a person, and stereotypes can be useful for navigating the world even if they are only slightly more accurate than random because they still might have a decent accuracy/effort ratio.
