Why wont C feel it the speed bump the most? C is the most distant from the tire (point of impact/force) and therefore will feel the greatest moment due to the distance...

C will.

When bump is on front wheeles: for C bump is moderate since it's an moderate distance from torque point (or whatver it's called). B wont feel it at all, A will feel it a little.

When bump hits back wheels: C will yet again only get moderate bump. B will get larger bump and A will get most bump.

When calculating for real though: just measure the distances from the torque points for the front and back wheels. And the one with the minimum distance gets the smoothest ride.

B and C should be equal. A can be excluded obviously.

Thats obviously assuming the density of the bus is homogenous and that all passengers sit in a line parallel to the ground.

C: If you think of the bus going over a bump as a small counterclockwise torque about the center of mass, then pointed closer to that center experience a shorter instantaneous angular velocity, so a smaller bump.
