Yes, it's already possible. However, it's not in the way that most people think and will not ever be (if i just change my arm DNA then i can grow a third arm or maybe my iris DNA to change my iris color). Things like this, with our current biology, would have to be altered and grown in a lab, transplanted etc.

Yes, tools already exist to do this and have been employed in biotechnology as well as agriculture. This is what the entire field of synthetic biology is about.

However changing DNA in live, fully-grown adult animals is tough. We are just starting to see the first successful gene therapy applications of adeno-associated virus (AAV) vectors and we've been working with those for decades.
